Research interests: theory and practice of public policy,
political and political-administrative conflictology, civil
society and public participation, cross-sector partnership and
non-profit organizations, state and municipal administration,
local self-government, social and political modernization,
formation of digital-network relations in Russia.
Author of more than 450 published works, including in German and English

Leningrad State University
- 1983 — internship at the University of Leipzig in the field of "Political sociology»
- 1985 — graduated from the Leningrad State University with a degree in the specialty 09.00.09 «Applied sociology»
- 2004 — defended thesis for the degree of doctor social Sciences (specialty 23.00.02) at the Institute of sociology RAS
